Paul Waldeck

Paul Waldeck B.Eng.(Hons.), C.Eng., MICE., MIStruct.E., MIMech.E., MASHRAE.

Managing Director & Head of Technical

Paul is a Chartered Engineer with 35 years of experience in design, construction, maintenance and refurbishment of safety-critical environments and facilities. His expertise lies across disciplines, having worked in nuclear, chemicals, food production, pharmaceuticals, laboratories, health, transport, and all the conventional sectors of the built environment in his career too.

Paul successfully founded and built a world-leading specialist A.E.C. Consultancy over 25 years, which he sold in 2018. He founded PP-L as soon as the first news about Covid-19 broke, knowing that the mitigations essential to hygienic and safety-critical environments would become appropriate and essential to protect people occupying conventional interior settings from infection from this and future airborne pathogens.

Paul has studied pandemics through the ages and is very passionate about the lessons learnt/forgotten from history. He is an active Member of The Institution of Mechanical Engineers Covid Task Force; has authored/co-authored standards & guidance; interfaced with policymakers and lectured on the subject of Designing, Retrofitting, Maintaining and Managing Facilities to Control & Prevent Infection from Airborne Pathogens, including Covid-Omicron

Mark Wheatley

Lead Expert - Biosafety

Mark is one of the leading experts in the field of bio-containment. He is also a Chartered Engineer with over twenty years of continuous experience in the management, design, operation and maintenance of laboratory facilities. Mark specialises in peer review, investigation and remediation of high containment laboratory facilities and their engineering services.

Mark has been an expert advisor and contributor to standards, guidance, and training for institutions such as the World Health Organisation, the European Union, various international governments, and private industry clients worldwide relating to bio-containment facilities. Like others in the team, Mark can share that highly specialist expertise to help clients protect more conventional environments, manage bio-risk, improve bio-safety and create bio-resilience.

Professor Frank Martin

Lead Scientific Expert

Frank has many years of experience as a world-leading researcher in toxicology, regenerative medicine and biospectroscopy. In the 1990’s at the Institute of Cancer Research, he undertook research into molecular carcinogenesis in breast/prostate cancer and developed short-term genetic toxicology assays. Frank has published prodigiously and has >300 research articles in leading peer-reviewed journals such as Nature journals, Proceedings of the National Academy of Sciences USAStem Cells, etc. He has served on the Editorial board of several leading peer-reviewed journals and was an external nominator for the 2013 Nobel Prize for Chemistry.

Professor Maneesh Singh

Lead Expert - Science & Medicine

Dedicated to using innovation to improve health care and diagnostic medicine, Professor Maneesh Singh was a pioneer and early adopter of Robotic Surgery. Whilst his achievements as a surgeon are incredible, Maneesh has also worked in scientific research, possessing a particular interest in Endometriosis. In addition, his work in obstetrics led to the development of the “Dermal Repair Formula” to reduce Keloid scars at Caesarean section.

He has recently worked with Prof. Frank Martin to develop a rapid, 90-second game-changer for Covid-19 Testing using infrared micro-spectroscopy, published in the national press. Maneesh, Frank and Paul Waldeck are also developing solutions and products around Medical Diagnostics as a Service to protect people better from Long-Covid, other medical conditions such as diabetes and health metrics, generally.

Dr Rhys Thomas

Dr Rhys Thomas M.M.’B.Bs., M.D., FRCA., Dip.I.M.C., R.C.’Ed.

Lead Expert - Respiratory Diseases & Biological Agents

Rhys is a former military Doctor; he trained and undertook his PhD at the globally renowned Defence, Science & Technology Laboratories (DSTL) Porton Down. He is a Consultant Anaesthetist; an expert in biological pathogens and respiratory diseases and one of the only two successful winners of the U.K. Government’s Covid Ventilator Challenge to invent, gain regulatory approval and to take to market, a highly effective new ventilator to treat coronavirus patients. He has also returned, part-time, to the frontline of the NHS to help in the fight against Covid.

Alongside his work treating patients with coronavirus at U.K. hospitals, Dr Thomas leads on the medical and scientific aspects of PP-L’s solutions to help organisations prevent the spread of COVID-19 and other pathogens in their operational activities.

Lead Expert - Ventilation & Environmental Engineering

Frank is a leading specialist in sustainable and energy efficient building engineering design. His experience includes the design, management, supervision, construction and operation of building services engineering across a range of building types including sports stadia, large-scale mixed-use developments sports facilities, leisure centres and hotels, retail and community schemes – both in the United Kingdom and internationally.

Frank is also the Chairman of The Institution of Mechanical Engineers’ Construction and Building services division along with being the Chairman of the Chartered Institution of Building Services Engineers and Co-authored the Specialised Ventilation for Healthcare Buildings used by NHS

Dr Wladyslaw Kowalski PhD, MASHRAE.

Lead Expert - Germicidal Health Technologies

Dr Wladyslaw Kowalski has a multidisciplinary background in areas of engineering and microbiology related to infectious disease control technologies. He consults on air cleaning design and construction, product development, and retrofit projects for hospitals and commercial buildings, and is one of the most knowledgeable experts in the areas of both Germicidal Ultraviolet Germicidal Iand for hospital disinfection technologies in general.

Previously Vice-president of Immune Building Systems, Inc. (IBSI) of New York, he was chairman and secretary of the Air Treatment Group of the International Ultraviolet Association (IUVA) with whom he developed a series of guidelines for air treatment systems in collaboration with ASHRAE, ARI, and other professional societies.

He has authored numerous articles on disease control technologies and several books, including the Aerobiological Engineering Handbook, the Ultraviolet Germicidal Irradiation Handbook, and Hospital Airborne Infection Control. Dr Kowalski is engaged in independent research including the development of genomic modelling techniques that enable the prediction of the UVC susceptibility of bacteria and viruses.

Jason Boyle

Jason Boyle BA(Hons)Int., Dip.Arch., PG.Dip., ARB., FRSA., FRIBA.,

Lead Expert – Built Environment & Design

In 2017, Chartered Architect, Jason, became the youngest Fellow of the Royal Institute of British Architecture in its almost 200-year history; then, in 2018, he achieved Fellowship of the Royal Society of Arts (R.S.A.). He is now an ambassador for Architecture in the Civil and Engineering sector, having spent the last 12 years of his career in the Nuclear Industry. Jason is currently architectural and design lead on an £800m+ “Mega Project” in Cumbria, a safety-critical environment and for the U.K., is a project of national importance.

Jason has previously worked in commercial practice in London, Leeds and Manchester. He has designed cancer centres, laboratories, factories, offices, social housing, warehouses, churches, and schools.

Lead Expert– Infectious Diseases & Biorisk Reduction

Dr. Ryan McAllister, who is based out of Stanford. Dr. McAllister, a high containment virologist by training, specialises in biosafety in clinical research, high containment research, and field environments and is also a biosafety officer at Stanford University in the USA

He is an infectious disease expert that specializes in keeping the environment and people safe through applying biosafety by 1) controlling and preventing transmission of infectious diseases in both society & high risk environments 2) reviewing commensurate investigational product biosafety, environmental safety, and the patient risk/benefit for clinical trials involving recombinant DNA, synthetic nucleic acids, genetic engineering and human gene therapy. This includes the new COVID19 vaccines.

Our Lead Microbiological Consultant has his own UK team of 200 scientists and a laboratory available to validate the efficacy of our design solutions.

Our Partner UV solutions provider, the world’s oldest manufacturer in the field of UV sterilization & disinfection, has made available to us both of their laboratories and their 80-year-old database and research data on UV air and surface inactivation of microbes.
